Production option

I was just testing the production option and the background color seems backwards to me.  Previously I would set an alternate background for my production connection and no background for dev and test.  That way I quickly know when I am in production.

When I mark the connection as 'Production Mode is on' it uses the alternate color and applies the restrictions. 
When I mark the connection as 'Production Mode is off' it does not use the alternate color and removes the restrictions

When there are no restrictions applied it seems like it should use the alternate background so it is visually different from any other connection.

This is what I was expecting from the production option:
Production mode on - don't use alt background apply restrictions
Production mode off - use alt background remove restrictions

Is my thinking backwards on this?  If so could you explain the thought behind the use of the production mode?

Here's what production and non production mode means.
Production mode is using alternate colors and applies restrictions.
Non production does not use alternate colors and by default does not show some warning message boxes.
