I remember that you can export the BLOB Oracle type in TOAD to a file.
And in other software (for example FileZilla) you can make "custom file association" like:
pdf "C:Program FilesFoxitReaderPortableFoxitReaderPortable.exe"
And obviously you can view/edit your files.

You can view column blob by selecting Results->View Column BLOB from main menu

As pictures (such as: BMP, JPG, PNG, etc.) cannot preview, can support preview?
