The first part of this comment is related to, i think, a bug
in the configuration of SpeedTyping, it is, when declarations
are large (+20 lines), at the moment of scroll the window
repeats text, something similar to a visual glitch. Also, the
configuration window is not resizable, so maybe also it occurs
due it.
The second part is, and related to the first, that due to the
previous comment, i decided to edit directly in a text editor
my declaration. After that, SqlDbx doesn't recognize my
commands; i tried with the extension txt and also as xml
to no avail. How can i resolve the problem?

What version are you using?
The configuration window in the latest version is resizable and I am not able to reproduce your issue.
You can edit speed typing configuration file manually, but make sure that at the end file is a valid xml file.
For example '<' will have to be replaced with '<'
