Ctrl+B -- looks like a bug

Why "Select text Block" Ctrl+Shift+B selects text from the top of block but "Selext SQL block" Ctrl+B selects only text from the position of cursor?
It is very inconvenient to position a cursor in front of the SELECT statement every time you need to select an sql block! It should select a block no matter where cursor is! The same way as Ctrl+Shift+B does! If your sql block is several pages long you have to scroll it up all the time!
By definition it is a selection of the sql block, so why not to look where this block begins?
It looks like  a bug

Another question - what are the block margins  for Ctrl+B? Is it looking only for ";" or it looks for something else?
